A Kenyan betting account has to carry tools that let the holder cap what goes into it, and the rules that say so are a gazetted instrument anyone can look up.
It is the Gambling Control (Conduct of Gambling Operations) Regulations 2026, published as Legal Notice 112 in Kenya Gazette Supplement No. 163 of 29 June 2026 under the Gambling Control Act 2025. The body behind it is the subject of our guide to who regulates betting in Kenya.
The tools the account must offer
Regulation 84 requires a licensee to give players accessible and real time tools to control their gambling behaviour, and lists them: deposit limits on a daily, weekly and monthly basis; loss, session and expenditure limits; reality check pop up notifications showing how long play has lasted; an easy to access self exclusion option for a period of at least twenty four hours; and a link to the national gambling self exclusion register.
Regulation 82 sits in front of all of that. Nobody plays online without a mandatory identity check, location verification and an age assurance check, and the check has to confirm the player is not self excluded and is legally eligible to gamble.
The register, and when it bites
The Gambling Regulatory Authority keeps the register and makes it available to every licensee through a secure electronic interface, free of charge. A person applies on Form 1, giving the period and a copy of a national identification card or passport, and the Authority enters the details within seven days. The steps are in our guide to shutting down your own betting account.
A name on the register may not place a bet, open a gambling account, receive promotions or marketing material, or claim winnings. Exclusion runs for the period the applicant chose, and a person who has excluded permanently may not apply for removal for at least three years.
The timing matters. Regulation 73 gives every existing licensee six months from the commencement of the regulations to integrate its systems with the register, block excluded players automatically and run daily verification checks against it. The duty on the operator a Kenyan is already using sits inside that window rather than behind it.
What the operator owes an excluded player
Regulation 74 is narrower than it is often described. A licensee has to deny all gambling access to an excluded person, refund deposits made in violation of the exclusion within seven days, cancel winnings obtained in contravention of it, and report attempted gambling to the Authority immediately. There is no duty in it to hand back a balance that was already in the account.
Exclusion need not start with the player. A licensed operator may initiate one where it reasonably believes a gambler shows signs of compulsive or harmful gambling, a family member or other interested party may apply to the Authority, and a court may issue an exclusion order binding every licensed operator.
What a site has to prove before it is licensed is in our guide to the 2026 licensing rules, and the rest of our Kenyan sports and betting coverage follows the same regulator.
